Overview
Tom Mills is a seasoned international business attorney and founding partner of Forum Law Partners LLP. With over 30 years of experience advising clients on cross-border transactions, U.S. tariff policy, and international trade compliance, Tom represents manufacturers, technology companies, and multinational enterprises across Asia and the United States. His practice spans traditional commercial transactions and cutting-edge sectors such as cryptocurrency and artificial intelligence infrastructure.
Tom is recognized for his practical, results-oriented approach to navigating global trade regulations, structuring cross-border transactions, and advising on customs and tariff strategies. He frequently counsels clients on regulatory risks and market access in the face of evolving U.S. trade policies.
International Experience
Tom has led complex, multi-jurisdictional transactions throughout China, Hong Kong, Taiwan, Thailand, Indonesia, Cambodia, Vietnam, and Malaysia. He regularly works with U.S. government agencies including U.S. Customs and Border Protection (CBP), the Department of Commerce (DOC), and the International Trade Commission (ITC), and has managed matters involving the National Highway Transportation Safety Administration (NHTSA) and Transport Canada. He has participated in international arbitration proceedings and cross-border recall coordination.
Industry Background
Prior to co-founding Forum Law Partners, Tom served as in-house counsel to several prominent corporations, including American Golf Corporation, The Upper Deck Company, and Nissan. He later served as General Counsel to a global tire distributor, where he advised on international trade and regulatory matters.
His industry experience includes negotiating licensing, distribution, and manufacturing transactions with major brands such as the NBA, MLB, and Marvel Properties. He has also represented golf and resort properties across North America in commercial transactions and litigation.
Thought Leadership & Community Involvement
Tom is a member of the American Chamber of Commerce in Cambodia and recently led a webinar on U.S. tariff policy and Southeast Asian trade dynamics.
Personal & Professional Interests
Outside of his legal practice, Tom is deeply committed to community service. He has coached over 20 youth sports seasons and held leadership roles with AYSO, the Palos Verdes Basketball Association, and Lunada Bay Little League, where he served as President. Tom, along with his partner Melissa Welebir Kuhn, also serves as counsel to The Alpine Sea, a Wyoming-based platform that blends law, creativity, and lifestyle advocacy. Tom is proficient in Spanish.
