Overview
Loretta Yuan Mills is a founding partner of Forum Law Partners LLP and brings over two decades of litigation and regulatory experience to her practice. She advises clients on international trade compliance, U.S. tariff strategy, cross-border commercial transactions, and employment-related legal issues. Fluent in Mandarin, Loretta serves as a key point of contact for the firm’s Chinese-speaking clients, particularly in matters involving U.S. import regulations and anti-dumping and countervailing duty investigations.
Loretta began her legal career litigating complex commercial disputes at leading Los Angeles firms Christensen Miller LLP and Liner LLP. She later joined the national labor and employment firm Littler Mendelson P.C., where she gained deep experience advising corporate clients on employment policies, risk management, and workplace disputes.
At Forum, Loretta plays an integral role in supporting international businesses—especially those based in China and Southeast Asia—navigating the challenges of U.S. trade law, customs enforcement, and cross-border transaction structuring.

With fluency in Mandarin and cultural fluency across both Eastern and Western business practices, Loretta assists multinational clients with legal interpretation, compliance strategy, and U.S. regulatory alignment. Her dual expertise in litigation and transactional matters enables her to provide holistic counsel to clients operating in complex international environments.
Academic Background & Judicial Experience
Loretta earned her J.D. from Loyola Law School, Los Angeles, where she served as both Editor and Staff Member of the Loyola of Los Angeles Law Review and was a published author in the Loyola Entertainment Law Journal. During law school, she externed for the Honorable Dickran M. Tevrizian, Jr., U.S. District Judge for the Central District of California.
Personal & Professional Interests
Loretta graduated with Honors from the competitive Communications Studies program at UCLA in 1994. Loretta made the most of her years at UCLA where she was a cheerleader on the UCLA Spirit Squad, and also worked at the UCLA Medical Center.
